The board of the Hellenic Shipyards Association (HSA) has unanimously adopted a proposal by its president, Panos Xenokostas, on the European defence shipbuilding industry ahead of Greece’s presidency of the Council of the European Union in the second half of 2027.

Under the title “Greece as the Southern Pillar of European Defence – A Proposal for the European Defence Shipbuilding Industry Ahead of Greece’s EU Council Presidency in the Second Half of 2027”, the Hellenic Shipyards Association (EEN) submitted its proposals at a meeting with a special delegation from the European Commission.

The HSA proposal is built around seven key pillars:

Pillar 1: National strategy – only through an approved 15-year programme

Pillar 2: The 70% target as a guarantee of SME ecosystem growth – 12,000 jobs

Pillar 3: Europe must adapt – strict KPIs and Greek shipyards as prime contractors

Pillar 4: Beyond the hull – missiles, combat systems and floating spaceports

Pillar 5: Greece as the southern pillar of European defence

Pillar 6: A transatlantic shipbuilding pact and global market share – the West versus Asia

Pillar 7: Financing and fair competition

The Hellenic Shipyards Association stressed that “it has a ready-to-implement, fully costed plan. Greece is Europe’s Southern Shipbuilding Pillar, on an equal footing with France, Italy and Spain, covering every stage from design to sea trials.”
